Administrative Leadership - Central
This service is for regional professional development workshops at Erie 1 Boces for administrators and instructional support staff. All professional development opportunities are developed under the framework of the National ISLLC Leadership Standards and/or integrate NY State learning standards. Focus on support such as Regents Reform Agenda initiatives including consultation on SED plans (APPR, etc), Lead Evaluator training and the nine (9) criteria, instructional leadership, principal evaluation rubric, administrative council sessions, DDI turn-key models, BOE meeting preparation/support, Covey & others.
Administrators’ Series consists of six (6) sessions that address the nine(9) criteria: A certified lead evaluator is an individual who has been trained and calibrated consistent with state regulations to conduct evaluations using the district’s selected tools and assessments. Once an evaluator is certified by the district as a lead evaluator, he or she may conduct the entire evaluation, including scoring and rating the teacher/principal. The regulation authorizes a school administrator to conduct observations or school visits as part of the APPR before completing the evaluator training, so long as he or she becomes certified prior to the completion of the summative evaluation.
- The New York State Teaching Standards, and their related elements and performance indicators and the Leadership Standards and their related functions, as applicable;
- Evidence-based observation techniques that are grounded in research
- Application and use of the student growth percentile model and the value-added growth model as defined in section 30-2.2 of this Subpart;
- Application and use of the State-approved teacher or principal rubric(s) selected by the district or BOCES for us in evaluations, including training on the effective application of such rubrics to observe a teacher or principal’s practice;
- Application and use of any assessment tools that the school district or BOCES utilizes to evaluate its classroom teachers or building principals, including but not limited to, structured portfolio reviews; student, parent, teachers and/or community surveys; professional growth goals and school improvement goals, etc.
- Application and use of any State-approved locally selected measures of student achievement used by the school district or BOCES to evaluate its teachers or principals;
- Use of the Statewide Instructional Reporting System;
- the scoring methodology utilized by the Department and/or the district or BOCES to evaluate a teacher or principal under this Subpart, including how scores are generated for each subcomponent and the composite effectiveness score and application and use of the scoring ranges prescribed by the Commissioner for the four designated rating categories used for the teacher’s or principal’s overall rating and their subcomponent ratings
- specific considerations in evaluating teachers and principals of English Language learners and students with disabilities

District is responsible for scheduling and the school superintendent is responsible for certifying that administrators have attended the appropriate sessions.
Erie 1 BOCES delivery will be for planning, facilitation, preparation of materials and customized staff development.
This service includes planning, facilitation, preparation of materials, and additional staff.
This service is eligible for BOCES aid
Expenditures for stipends for teachers or for substitutes will be eligible for BOCES aid if the following conditions are met:
- The expenses incurred are related to attendance at activities composed of participants from two or more districts
- Stipends are uniform for all participants and are paid by BOCES in a uniform manner;
- Payment for substitutes is initially made to the BOCES by participating districts and reimbursed by BOCES on an as-needed basis. Forms must be submitted by January 30th and May 20th of each year.
